If the president was in power to do that, they would have been guilty of sedition. The only closing that a president can do is with a foreign border of which only North Dakota falls under and only om that border unless the state is taken over then the foreign threat extends.
Every order to lockdown the remaining states was done by the governor of the state involved. The president can’t even send in troops to assist the problem without the governor asking for help. And that includes D.C.

If I recall correctly, Trump tried to minimize the panic the media was stirring up. They hammered him for telling people it wasn’t that bad. The media got the panic they wanted and Trump lost control, heck, half the people here were in sheer panic.

and you may also remember that the President followed the requirements of the Constitution stating matters not set out in the document are to be handled by the individual states. And each state did have their individual rules and regulations regarding Covid and there were considerable differences, state to state.
And, he's lying about Trump. Trump 1) let the states decided Covid policies and 2) encouraged an end lockdowns as quickly as possible.
These kind of lies aren't work and they sure as hell aren't working here.
