I would like a new laptop. I have a lot of air miles and can fly to San Francisco for free. Perhaps I should steal a high end laptop of less than 1000 dollars and expect little or no grief for my theft.
Of course I would not do this. However, this is the mindset of thieves in California. Their mindset is totally logical given the fact they face little or no legal retribution for their crime.

All car breakins would stop overnight. Problem solved. Rinse and repeat about one time every 90 days to REMIND everyone what will happen if you breakin a car.
