What is a governor supposed to do about insurance when insurance is based on actuarial tables and not on whims?
Props for knowing the word actuarial. Obviously it's not that simple. The Allowed Cost is half the calculation which depends on Federal and State regulations.
For example, about half of states provide benefits for hearing aids. There are many policy positions that effect healthcare costs.
