In the old USSR a 10 year sentence was the maximum. It was assumed to be a death penalty crime if a person had to be imprisoned for more than 10 years.

In the old west 2-3 years for bank robbery was the norm.
Only the most despotic nations in history have given someone 17 years for leading a protest. And it truly becomes utterly abusive and cruel and unusual when you consider the dozens of murders and billions in property damage and hundreds of buildings burned, and months of siege of the White House and Federal Court houses that was conducted by antifa and BLM.

Only techically. It was standard practice to resentence someone almost automatically to another consecutive 10 years at the end of the sentence, especially for political prisoners.
