The reality is that Stalin, who had gone to school to become a monk, created the Soviet Orthodox Church, where every "priest" was KGB or an apostate working for them. Zelinsky isn't banning the Orthodox Church, just the KGB agents. It's no different than the US cracking down on Wotanists and the Japanese Imperial cult in World War 2
