So Congress no longer has the power of the purse, after having already conceded control of the currency to the Federal Reserve.
My guess is like in the waning days of the Roman Empire when the curia rolled out the new Emperor for popular acclaim, the 2024 "election" will be our opportunity to acclaim the new Emperor.
