Sensitive falls under a classification.

Sensitive information may require the lowest level of protection, but names, locations, positions, and jobs may be in this level. And it is taken seriously by the government in the day.

I spent over 35 years in the US military business and did lectures on OPSEC and COMSEC. Sensitive is dangerous so there is no such thing as “sensitive but unclassified.” If it is sensitive, it contains information that required safeguarding. If it is common like public laws it is safe so it is not classified.
