States issued executive orders. EO’s are for people who work for the Governor. I’m not in the governor’s chain of command and am perfectly free to ignore any EO he issues.
As far as I know, during the recent unpleasantness, not one state legislature crafted any laws regarding the mandates. (not that i would have complied anyway)

You might be surprised how well hidden they are. Requiring of masks, shutting down restaurants services and other businesses, disrupting the supply line with sanitation procedures to limit product movement, forcing the cancellation of concerts and closing theaters... A rose by any other name.
A good one is this: August 13, 2021: The Kansas Department of Health and Environment updated its travel quarantine list to include people who’ve traveled to or from Louisiana on or after August 13.
They may have been suttle, but they were there. And all of them were for the purpose of stopping the spread of the virus even though it didn’t. In my state, Washington, they even offered an incentive bonus for employees that took the vax. Shrew way to get that done. And of course the taxpayers footed that bill all the way. They skinned that cat covertly.
