I don’t think these types of alerts can be turned off as they override the entire cellular system. It will last a few seconds…and then life will carry on.
These systems are useful and need to be tested. I’ve seen them used in weather events. A few seconds of distraction is worth it.

My new phone has that feature turned off. Can it be over-ridden? Probably.
