Yes it was expanded under the Chinese and they were warned that this may happen if I recall..

The expansion of the canal to accommodate Panamax ships is a major player in the water shortage. Unmentioned in the article. My understanding is that the original lock builders forecasted that the canal could not have been built much bigger from the beginning due to the rainfall limitation of the lakes feeding the locks.
