Perhaps just a mediocre agent?
Or, in this instance a completely ordinary agent that is a total tard around firearms?
They are all called “Special Agents” of the US Treasury. Even Enrolled Agents get that title.
This person was CID, Criminal Investigation Division. I’ve known a few of them over the years and they were always level headed tough cookies.
Sounds like this one was a "Very Special Agent."
