The indictment was a back up for the Federal one in DC so that there would be a State conviction that he could not be pardoned. The sloppy Court Clerk received the indictment, gave it a number and assigned a judge and published it. When the media spotted it, they realized that no bill had been voted out and pulled it down. Then they would have you believe that in a few hours that they had all those witnesses and deep consideration and voted a bill out.
