Yes, he did. He intended to overthrow the Ukrainian government and put in his puppets, a la Belarus, in a coup de main.
Frustrated in that, his war aims have mutated several times apparently, as their various attempts at overcoming the Ukrainian resistance have sequentially failed.
Now he wants to eke out a win by preserving his remaining territorial gains.

All is fair when it comes to love and war and propaganda is often used in both.
No, that’s precisely the point. Propaganda uses a grain of truth to draw people in, that’s not in dispute. It is designed by definition to mislead people, that is the entire point. It is intended to deceive.
Or put another way “false propaganda” doesn’t sound so bad, comparable to “Free Gift” but obviously there is no point in a construction such as “true propaganda”.

Well yes to do that and to convince people to join their way, their cause. Etc.
However your first point gave me the impression I see with a lot of people that all propaganda is simply falsehoods. Which is in fact not true at all. Sometimes propagandists will throw in entirely true articles and stories to make their platform seem legitimate.
Which is why I think most MSM news sources are fundamentally propaganda platforms. Such as CNN, they also put put entirely true stories maybe even 50% of their coverage but their deep and true goal is to convince people to follow their path. How can you tell what their true path is? Simple, follow what never changes, their devotion to subtly but consistently steer people to go left.
You see that push in everything=
Economics—more stimulus, more government control, more taxes
Crime—more lenience, more protection of “disadvantaged” minorities
Immigration—more internationalism, more focus on the immigrants plight
Religion—anti Christian, pro abortion
Politics of course—every single Dem POTUS when a candidate is always portrayed in a softer more humanistic light… never fail
“FAKE news” is not all lies its guided news, it’s news with an agenda..it’s propaganda.
