I don't think they're fearful at all because no one is stopping them. They will continue "upping the ante" at will and no one will stop them, just like when no one stopped them after they stole the highest office in the land, installing an incredibly corrupt, stupid, grifting, grafting, parasitic scumbag in place of the real winner.
Once they got away with that without a scratch, they realized they could abuse their power at will and that is precisely what they are now doing.
