This is a typical dry season fire driven by crazy winds. My guess is that it was homeless being careless. Homeless are everywhere, not just the campgrounds. They will set up encampments in the high brush, so they don’t have to live under campground rules.

This cut off major trade routes.
Now fast forward to the last decade with China basically copying that war plan with their artificial islands and recent acquisition of presence on Guadal canal , ect.
What was Japan’s next step in that war plan ?
An attack on the hawaian islands.
