The rule is simple-- no mail in ballots or drop box ballots are counted unless they are in the courthouse by closing time on election day. These ballots get tabulated in front of multiple witnesses and observers before the in person precinct votes are counted.
The only exception is for a relative handful of ballots arriving later with legitimate overseas postmarks, mostly military. These typically number in the high two or low three digits in a county of our size.
Drop something off at 3 am and the only place it is likely to go is in the evidence locker.
