That waste lies entirely on Russia, which started the war in February, 2014 when it first invaded Ukraine; and, of course, since February, 2022 when it escalated it.

EVERYBODY foots the bill, or “pays a price” when there is a war. Wars tend to have global effects. But what has a bigger global effect is allowing aggression to go unchecked.
