I’d agree with the majority of these attacks originate somewhere. However, that somewhere is Clowns In America (and their ilk).

As poster "ChicagoConcervative27" stated, most of these attacks originate from Russia and China. The malware in a great many cases is actually developed by government agencies and then sold to favored criminal gangs who remain under government protection as long as they attack acceptable targets.

Other attack sources include India, Pakistan, Iran and Africa (Somalia, Nigeria). Those guys don't write their stuff of course. They buy it from other groups. Perhaps a cut of the loot goes back to somebody in the sponsoring governments. Hacker gangs in 3rd-world countries usually can be identified quickly, but it is very hard to shut them down or extradite people. Sometimes it does happen. I wonder what gets traded to make that happen.

No, we cannot just send covert special forces to hunt down and kill the hackers. We do not have the organizational skills or competence to do that, even if we had political will to do so.

The Russians, on the other hand, take very great offense if hacker gangs hit something of theirs. I am not sure what they do in response, but an ordinary criminal gang does not hit them twice.

Hacker gangs are small groups which are constantly breaking up and re-forming with different members. Sort of like unsuccessful rock music bands.

Russians supposedly have the best, sneakiest malware writers, but the Chinese have some very good ones. And of course, there is our own CIA and NSA, and a collection of other US groups without common names. A convention of all these folks would be a pretty interesting affair.
