MOSCOW (Reuters) - Russia said on Friday it needed actions, not promises, from the United States to meet the conditions it has set for a return to the Black Sea grain deal.
Russia last month declined to renew the deal that had allowed Ukraine to ship grain from its Black Sea ports despite the war, saying not enough had been done to remove obstacles to its own exports of food and fertiliser. It said it was ready to return to the agreement as soon as those issues were addressed.
"If they want to contribute to fulfilling the part of the grain deal that is due to Russia, the Americans must fulfil it, not promise that they will think about it," Kremlin spokesman Dmitry Peskov told reporters.
"As soon as this is done, this deal will immediately be renewed."
He was speaking after U.S. Secretary of State Antony Blinken told reporters on Thursday: "In the event of return to the agreement, of course, we'll continue to do whatever is necessary to make sure that everyone can export their food and food products freely and safely to include Russia."
Western countries have accused Russia of using food as a weapon of war by quitting the Black Sea deal, which had helped to bring down global food prices, and carrying out repeated air strikes in recent weeks on Ukrainian ports and grain stores.

The US, promoting itself as caring about African people over the grain deal, is holding fertilizer Russia had sent to Africa and not releasing it to complete the trip.
MOSCOW (Sputnik) - United Grain Company (OZK) was founded in 2009 to support domestic farmers and develop the grain market infrastructure. OZK is a state grain operator and an agent for conducting public procurement and commodity intervention. The Russian state owns 50% plus one share in the company.
Russian state-owned United Grain Company (OZK) said on Monday that it had shipped more than 100,000 tonnes of grain to African countries since the start of the 2023-2024 agricultural year, which began on July 1.
While “appreciating” Vladimir Putin’s “generous” gesture of providing free cereals to African countries, Burkinabe President of the Transition Ibrahim Traoré deemed it “desirable that we could produce ourselves”.

According to Traore, Mr. Putin, “is aware that we are at war, that we have internally displaced persons”. While others “do nothing”, Vladimir Putin, “acts”, the African leader emphasized.

“Who is in charge? Who can really make a deal with the Russians?”
No one. Even if there were a President who was amenable to making a deal, he would be undercut by the deep-state apparatchiks and ideologues. And if he were perceived as seriously out-of-control, he would receive the JFK/RFK treatment.
