Also, the street terror and massive doxing and personal stalking of anyone going to work for Trump caused the candidates he wanted to dry up. There was a mass resignation from the non-partisan Business Advisory Council because all the CEOs sitting on it faced boycotts of their companies. They had family members lose non-related jobs, they were accosted for sitting down in a restaurant.
So he had no choice but to go with Generals for Sec Def, Chief of Staff, etc.
