Now they have contractors
Contractors could be viewed under international law as pirates or terrorists whereas regular forces wouldn’t be. However, regular forces could be viewed as a military provocation.

I never knew commerical ships were completely unarmed until all of this terrorism at sea started a few years ago. I spent 4 years at sea in the USN and it never occurred to me all of those freighters and tankers were complelely unarmed. Madness.
