Biden had “confided to his inner circle that he believed former President Donald J. Trump was a threat to democracy and should be prosecuted, according to two people familiar with his comments

It's not about what Biden believes -- if he belives anything -- but about what he supposedly said. It seems like the "two people familiar" must have cleaned up his comments a lot, but I can imagine that somewhere in his outbursts Joe may have shouted or mumbled something about Trump being a "threat to democracy." It must have been on his cue cards at some point.
