After FR searching, found there were absolutely no articles (title/keywords) on PEADs. I thought there should be.

The documents don’t give a president authority beyond what’s in the Constitution. But they outline what powers a president believes that the Constitution gives him to deal with national emergencies. The senators think the documents would provide them a window into how this White House interprets presidential emergency powers.

They are defined by the Federal Emergency Management Agency as the "Final drafts of Presidential messages, proposed legislation proclamations, and other formal documents, including DOJ-issued cover sheets addressed to the President, to be issued in event of a Presidentially-declared national emergency."[1]

There is a reason we no longer “declare war.” The powers that gives the executive are virtually unlimited. We certainly would not have wanted any of our recent Presidents wielding that kind of dictatorial power.
I've heard of a school of thought that the UN, since its creation, tells the US when and where to wage war. Thus, no need for congresscritters to say anything on those matters.
Strange. At that point some states were starting to reopen like Georgia and Florida. Trump asserted in a briefing at the very beginning that he had absolute authority to deal with the Covid crisis and then he referenced the tenth amendment. No one on the Left wants to admit he was criticized for not taking more direct control & instead of putting the governor’s in charge. As I said back then, Trump was really bad at being a dictator despite the Left’s labeling. We saw who let power go to their heads in those draconian lockdowns and who did not.
