Medicaid is welfare.
If “heirs” are trying to dump grandma on the taxpayer while making off with her stuff, I’d say “clawback” is exactly the right thing to do.

The huge problem with Medicaid is the “claw back” provisions that destroy a surviving spouse or family members after the Medicaid patient dies.
