Congress has authority to legislate to criminal laws, including homicide laws.
We know this is true because of: 18 U.S. Code Chapter 51 - HOMICIDE
It’s an entire chapter in the US Code.
Scotus ruled that the constitution does not impose a right to abortion on the entire nation.
It did not at that time rule that the congressionally passed hyde amendment, forbidding federal funding of abortion, was unconstitutional.
