It reads to me like she was approved for burial in Arlington after she arrived in California, per the family’s request.
Apparently, there is no provision for the military to move her again. They have a plot for her in our highest place of honor, but someone has to get her there.
As much as I detest biden and his administration, I don’t see them as bad guys on this.

First. Women don’t belong in combat or anywhere near a front line.
Second, how can the US gov afford to give Ukraine billions while they can’t pay for one of their own. This is beyond absurd.
