No idea what book you are referring to. It is clear this is the goal for the democrats. Obama spilled the beans. To “fundamentally transform” the nation he will need a domestic police force as just as powerful and well equipped as the military. But hey. Now that the democrats control everything why not just use the military they already have? It just needs to get rid of those pesky patriotic drones that are members currently.
