How was he going to pardon people that weren’t arrested and charged yet?

He pardoned Steve Bannon who was not arrested or charged with a crime.

How was he supposed to know who it was going to happen to?

Blanket pardon, just as Carter did.

Even CNN says that Bannon was charged by the feds: "Bannon faces a federal case that began in August when New York federal prosecutors charged him and three others with defrauding donors of more than a million dollars as part of a fundraising campaign purportedly aimed at supporting Trump’s border wall.
