faced with that, I am certain 80% of them will find some kind of legal shelter.
The remainder would go to minimum security treatment centers in the countryside (think CCC style camps) where they would have to stay for 6 months, where they could get treatment for addictions, be away from their dealers and get cleaned up.
John Kobalt on KFI radio suggests using an abandoned air force base in the desert - force all of them there - and give them every service imaginable - California is LOADED with such do-gooders and services, such as drug addiction services, church outreach, job services, mental illness services. They stay there until they can re-enter society - or they stay there.
It is simply not fair to the rest of us to have to put up with their filthy habits, their criminality, their raving and ranting in the streets, screaming, drug use in public - throwing the needles into the streets, defecating in public.
Why do they have more rights than the rest of us?

Cleaning up the streets you can do, but the Supreme Court is not going to allow you to arrest people just for “vagrancy” or send them to detention camps. It’s not constitutional.
You can get around that maybe by charging them with other offenses, because they probably commit plenty of legitimate ones, like drug offenses, or “aggressive panhandling”, theft, etc, but you can’t just say, basically, “you exist and I don’t like looking at you, go to jail”.
