The people of Red America they intend to use the military against.
At this point, the U.S. military establishment is just another "big government" agency that needs to be radically downsized, on the way to being eliminated pretty much entirely. Pull up stakes all over the world, close the overseas bases, tell the Europeans, the Japanese, the South Koreans, Taiwan, the Israelis, and everybody else that we're done, that they're on their own.
Come home. Deploy specialized troops along the border. Maintain a credible nuclear deterrent (e.g., some submarine-based ICMBs), and call it a day. Time to abolish the Global American Empire. Well past time, actually.
The USA has 750 overseas military bases, and a gigantic parasite class in Northern Virginia to administer it all.
The fall of the Globalist American Empire (the GAE) would leave an Imperial Capital without an Empire (just like post WW1 Vienna).
