There are people in prison for taking an unguided tour of the capital that Trump could have preemptively pardoned, but he was more concerned about an impeachment conviction ruining his political future. He was a fool to not pardon them and to pardon himself while he was at it from any of these ongoing Soviet show trials. His apologists and sycophants will tell you he couldn’t have done this in order to excuse yet another boneheaded musculation on his part, but they are simply wrong. He absolutely could and should have done it.
The problem with your argument is that they weren’t indicted until after he left office. You cannot pardon someone who hasn’t been charged, indicted or convicted.

How would Trump have even known who to pardon? The DOJ has been adding people from day 1 to now. It is not possible to pardon people when you don’t even know who will be targeted, swept up in this corrupt political exercise.
