In the event that Trump won the national popular vote, that is exactly what would happen under the compact.
But of course, vote fraud in California, New York, and Illinois would ensure that only a Democrat could ever win the "national popular vote". They can print all the ballots they need to make that happen.
Voters do not matter. Ballots matter.
