I think if you break up the electoral distribution by popular distribution, that makes the whole thing moot and you’re back to popular vote only.

I’m thinking more like COUNTY level.

There are some 3500 voting districts- the democrats only need to win 57 of them to win.

I’d rater the other 3400 have a say.
