My understanding is that they will wind up killing innocent civilians later on. (Ordinance not exploded on first impact)
I realize that cluster munitions reputedly have lots of initial failures to detonate, then lay arund looking like toys, that then mutilate or kill children.
My point is that we shouldn’t be under any delusions about the tons of death we’ve been providing are somehow benign.
