That’s a fair question. I’m no expert. But I must reluctantly put the majority of the blame on the police. Here’s an example. It’s just one of hundreds. A girl is studying in the park. She’s not bothering anyone! To the contrary. Bless her for behaving, and trying to improve herself.
The cops just couldn’t leave her alone. They had to come up, and hassle the heck out of her. She won’t forget this. And neither will anyone she tells the story to.
Oh, and here’s another one. A legally blind old vet is walking on a public sidewalk. He’s got a foldable white cane in his back pocket. He’s not doing a damn thing wrong. Leave him alone, right?
No. Not at all. Cops cuff him, then cart him off to jail.
This is not a city policy malfunction. It is out-of-control policing.
