In practice the Hatch Act is acknowledged but indifferently enforce by GOP administrations, “What’s a Hatch Act?” by Rat administrations.

I’ve often thought the only solution is if you go to work for FedGov you can’t vote in FedGov elections.

Solution, have an election week,
1. Tuesday: city\county elections,
2. Wednesday: state elections, and
3. Thursday Federal office elections.

FedGov workers can vote in city\county & state elections. State employees can vote in Federal office elections & city\county elections. City\county employees can vote in Federal & state elections.

My aunt worked for the FedGov in the White House, and she had a strict rule to never vote or barely even talked about federal elections. I’m betting the Hatch Act is exactly why. She would vote in local and state elections, but never federal.
