Getting under some of the taller vehicles with a sawzall, one can be under and out in less than a minute.
Interesting how possessing the converter in Illinois constititutes possessing the whole vehicle.

At one time I car pooled to work & left my 4x4 truck parked in a commuter parking lot for the day. Started it up that afternoon to a loud roar. Looked underneath & sure enough the cat was gone. Surgically removed. The repair shop guys said they couldn't of done it any cleaner with it up on a rack. Probably used a battery operated sawzall.
Cops said checking those parking lots is a low priority. So many people leave broke down vehicles in them & come back latter to work on them they'd being doing nothing but checking who owns one or not.
