... as a matter of self-defense against 'Black folk'. Voting ID should only be given to adults who demonstrated basic English reading and writing skills. The voting population wants the results of persons who can sign their name and read the US Constitution in script or print, and briefly explain what the Constitution says. So English language skills are necessary, as well as grammatical rules (this is for those who drop the '... and subject to jurisdiction thereof ...', meaning it must be true for the previous clause to be actionable).
