Actually it was stolen and most of it was looted from the PPP program (paycheck protection plan) where employers filed with local banks for “grant money” to make payroll and stay in business during the lockdowns and pandemic.
It was all done on the “honor system” so thousands of people got money from Uncle Sugar and they were supposed to use it to pay their employees and bills.
While I am sure there were many who were honest and used it for employees I am certain there were many who spent it on themselves for things that had nothing to do with their business.
PPP accounted for about $800 billion, IIRC...
Per the GAO about $4.6 trillion has been budgeted in total.
