I did see a couple of posts claiming the CIA was supporting the operation to the tune of $6.1B. I doubt it, but knowing the CIA has financed other dumb ventures, maybe possible.
I think he was convinced Putin wasn’t interested in talking when he sent helicopters firing at the Wagner convoy headed to Moscow.
