I think satellite and ground-based equipment can handle most of that, and our Military is not stupid enough to let radio signals of value to the enemy escape into their hands.
My opinion.
Satellite based equipment is about 160 miles away, and must peer through the noisiest part of the atmosphere. If such were not the case, why do we still use recon aircraft? Believe me, closer is better.
Of course they won’t: The check cleared.
Wasn’t it $1M upfront then $10M yr.?

I’m actually no expert but I’d suppose that radio transmissions containing valuable information would be encrypted so just picking up a signal wouldn’t yield its contents.
Photographs would certainly be better from a plane versus a satellite but wouldn’t ‘secret’ things on the ground be covered because of the satellites.
By the way, do you believe those balloons can be guided?
My guess on the whole thing is that if we thought the balloons were for spying on us we’d just disable them without saying a word.
But this administration decided to publicize them.
