A letter writer to the Daily Caller wrote the following:

If Henry Rodgers (author of article) did his homework, he would have learned that 5 of the 6 that voted Present are on the ethics committee who will be doing the ethics investigation into Schiff, which is the next step in the process. It will be that committee who will determine Schiff's fate in the House. That is why they voted Present to avoid the appearance of bias during the investigation. Only Buck does not serve on the ethics committee, so one has to ask why he voted that way. Mr. Rodgers should issue an apology to readers for inferring their Present votes were helpful to Schiff as if they were the same as no votes. The resolution passed on just 213 yeas vs. 209 nays. Their Present votes did not jeopardize the resolutions passage.

If I was in their unique position, I'd probably vote the same.
