Two different corporations I am familiar with did points one, two and three after municipalities involved in similar situations demanded that the two companies act like nothing happened and that they rebuild or repair immediately.

The PTB in both communities had no idea that a building and inventory could essentially vanish save for a concrete slab in 36 hours. In one case, the roof and walls were down before the local media had a chance to stir up the scheiss.

The pols and their propagandistas were, of course OUTRAGED(!) by such callousness. The respective corporate legal departments literally laughed at the threats.
