In the US, at least in cities, but now moving to states near you, we no longer put criminals in jail, much less have them to serve in the military. We just process and release, if we even bother arresting them in the first place.
Just send them to the USA and they will fit right in. Just buy em a trip to Mexico—a bribe to the Cartels and no more problem—I’m sure the Russian Mafia needs new enforcers—or maybe the FBI could hire these trained fighters.
