I was able to “escape” seattle for rural Kentucky pretty easily. I hear California is trying to put a stop to that with an “exit” tax.

When we left CA in 2010, there had been rumblings about an Exodus Tax for a few years. High earners leaving the state were big-time targets. Businesses were really going to get hit hard.
The way things are going now, they probably are regretting waiting.
