Currently state agencies are arranged in a pre-internet, pre-computer era. They are mostly funded by the feds and dance to whatever tune the feds are playing. But they are very much state controlled. Red States don't run things like Blue States. Not all Blues States are the same. Not all Red States are the same. Not all agencies within a state are the same. The Department of Labor handles unemployment comp. Social Services handles EBT and WIC. Dept of Health handles Medicaid. They each do things a little differently.

This disturbs the Bill Gates of the world who are smarter than the rest of us and know how things should be for us than we do for ourselves.

Dictates from HHS,CMS are not working and have created a chaos.... have created an opportunity. Bill Gates and people like him are seizing the opportunity to destroy diversity in agencies and create a one-size fits all system.
