Why F-22s? - Safety, intimidation and training. Less of a chance of one being accidentally being shot down and causing an international incident at a time when things are heating up. The F-22s outclass everything else in the air so badly that they simply intimidate and dominate anything else flying in the region. Dissimilar aircraft training is expensive and hard to simulate. It's a good chance to some real world hours in and let the world know that we are serious enough to send the best
