I now believe that many of the mass murders are caused by programs like this with help of psych drugs.
This program was dumped in the 60’s and like the lab in Wuhan was run out of a foreign country - Canada... maybe Montreal.
I think mass murders are coming out of the toxic culture incentives not from old CIA/Nazi crap....
