Cowardice probably plays a big part in this sort of thing.

One judge says he’s voting for the transsexual. “She’s so brave!”
All the other judges prefer someone else, but they don’t want be seen as bigots or haters. So they vote for the tranny too.

I’ll bet the same thing happens with companies. One insane person comes up with an insane idea. Everyone else is afraid to contradict him. So the insane idea becomes policy (and yes, Bud Light, I’m talking about you).
