No. It’s urban cores in any states anywhere: Texas, Massachusetts, Alabama, etc. Texas isn’t lost! Austin, Dallas, etc. are. I states like California & New York where urban populations outnumber rural & suburbs- its a problem. In places like Texas & Tennessee, rural & suburban outnumber urban, it’s only a problem in those municipalities. It’s only when urbans are equal to suburbans & rurals, like Wisconsin & swing states where things come to a knock down, drag out fight for who controls a state. Texas is nowhere close to being lost. People need to stop!

This decision by the Warren Court imposed one-man-one-vote on all state legislative houses in the 1964 case Reynolds v. Sims.
A far seeing Senator Everett Dirksen of Illinois said this decision over time would fiscally wreck states like Illinois - states with large urban centers. Guess what? It has! He tried to convene an Article V convention for an amendment to the Constitution that would allow for legislative districts of unequal population. Dirksen died before enough states passed resolutions for the convention, by which point the court-ordered re-engineered legislatures began repealing their predecessors’ resolutions.
